1952年起，宋平同志任国家计划委员会委员、劳动工资计划局局长兼劳动部副部长，1957年任国家计划委员会副主任。到国家计委工作后，他参与编制第一个五年计划，针对劳动工资领域面临的复杂问题，积极推动劳动工资制度改革。1960年，中央决定加强各大经济协作区的建设，成立6个中央局，从国家计委、经委调配干部到各中央局计委、经委工作。同年起，宋平同志先后任中央西北局委员、西北局计委主任，西北局三线建设委员会副主任，中国人民解放军兰州军区国防工办副主任。他牵头组建西北局计委，贯彻中央调整方针，编制西北地区发展经济的第三个五年计划，做了大量开创性工作。其间，他还带职下放担任陕西省蒲城县委书记，发动群众发展生产，注重深入一线调查研究，从实际出发解决问题，身体力行改进作风，领导全县贯彻执行中央关于调整经济和加强农村工作的一系列方针政策，在恢复和发展国民经济中取得显著成绩。他虽然在“文化大革命”中受到冲击，但始终信仰坚定、对党忠诚。恢复工作后，他抓紧时间开展调查研究，深入国防工厂、科研单位，积极就西北地区三线建设提出意见建议。
