第二条 县级以上人民政府依法对本级人民政府所属部门、派出机关和下级人民政府以及法律法规授权的具有管理公共事务职能的组织的行政执法工作开展的行政系统内部监督，适用本条例。
第一百二十五条 人民警察当场收缴罚款的，应当向被处罚人出具省级以上人民政府财政部门统一制发的专用票据；不出具统一制发的专用票据的，被处罚人有权拒绝缴纳罚款。
